The office nobody can concentrate in

Poll office workers about what fails them most and the answer is remarkably consistent: it is not the chairs, the temperature, or the commute — it is the noise. In the Gensler Research Institute's 2025 Global Workplace Survey of more than sixteen thousand people across fifteen countries, acoustic comfort ranked near the bottom of every measured attribute, with only about a third of workers satisfied with the sound of their workplace. The culprits were named precisely: colleagues talking on the phone and colleagues talking to one another. Barely one in ten said noise was not a problem at all.

The instinct, when a room is too loud, is to make it quieter — more soft ceiling tiles, more felt panels, more upholstery. That instinct is half right and, on its own, can make the real problem worse.

Privacy is a ratio, not a volume

The reason is that distraction in an open office is driven by intelligible speech, not by loudness. The brain cannot ignore words it can understand; a conversation you are able to follow hijacks the language centres whether you want it to or not. Acousticians measure this with the Articulation Index, a scale from zero to one in which 1.0 means every word is intelligible and 0.0 means speech is present but unreadable. Workers report being comfortable once intruding speech falls to an Articulation Index of about 0.20 — the threshold called normal privacy — while confidential privacy sits near 0.05.

What sets that index is not the absolute level of a voice but the ratio between the voice and the background sound around it. Drop the background — which is exactly what a heavily absorptive, hushed room does — and a single conversation two desks away stands out in sharper relief, not less. This is the trap: a designer absorbs the room into silence, and the one remaining voice becomes crystal clear across twelve metres of open floor. You cannot absorb your way to privacy.

The ABC of a room that works

The discipline has a compact framework for getting all of this right, known as the ABC approach: Absorb, Block, Cover. Each does a different job, and leaving out any one of them undermines the others.

Absorb is the visible layer. High-performing ceiling tiles and wall panels — specified by their Noise Reduction Coefficient, where higher is better — soak up reflected sound so it does not bounce and build. This lowers the overall level and stops the room ringing.

Block is the architecture. Screens and partitions of genuine height, enclosed rooms with dense sound-blocking ceilings, and a considered plan interrupt the direct line a voice travels. In enclosed offices the ceiling is chosen for its blocking rating rather than its absorption, so speech does not leak up and over the wall through the plenum.

Cover is the layer almost every troubled open office is missing, and it is the one that actually delivers privacy at scale.

Cover: raising the floor on purpose

Sound masking does the counter-intuitive thing: it deliberately adds sound to a room. A head-end unit generates a broadband signal, distributed through loudspeakers in or above the ceiling, engineered to match the frequency spectrum of human speech. By lifting the ambient background to a controlled, unobtrusive level, it raises the floor beneath which speech becomes unintelligible. The words themselves do not get quieter; the gap between them and the background closes, and the Articulation Index falls.

The effect is best understood as the radius of distraction — the distance out to which a conversation stays intelligible. Left unmasked, ordinary speech carries and remains legible across roughly four to twelve metres of open plan. Add correctly tuned masking and that radius collapses to a few desks: a voice becomes an unremarkable murmur past the immediate neighbours. Nothing has been walled off, yet the floor has quietly become private.

Getting it right, or making it worse

Masking is unforgiving of sloppy execution, which is why it belongs in the design brief and not in a box bought later. The target for a general open office sits around 45 to 48 dBA. Below roughly 42 dBA the masking is too weak to cover anything; push past 50 dBA and people stop reading it as neutral background and start hearing it as a straining ventilation system. Enclosed offices and corridors are tuned lower, often from the high 30s to the mid 40s.

Uniformity matters as much as level. A well-commissioned system holds its level within about half a decibel across the whole floor, because a masking sound that audibly rises and falls as you walk becomes its own distraction — worse than the problem it was meant to solve. And the spectrum has to be shaped, not flat: unshaped white noise reads as an intrusive hiss, whereas a signal contoured to the speech band recedes into the background while still doing its work.

Design for the radius, not the decibel

The lesson for anyone planning a workspace is to stop treating noise as a single quantity to be minimised. A room can be too quiet for privacy just as it can be too loud for comfort. The goal is not the lowest possible number on a meter but a controlled, even, gently present background against which individual voices dissolve. Absorb the reflections, block the direct paths, and then — deliberately — cover what remains. Design for the radius of distraction, and the open plan can finally keep its openness without charging concentration as the price.
